The Assessor’s Office is responsible for estimating the market value in use for each parcel of real property in the county. Currently there are over 42,000 parcels in Morgan County. The State of Indiana determines the procedures that all 92 counties must use to develop the estimates of market value. The estimate of value becomes the assessed value, determined on an annual basis as of January 1.
Annual adjustments to property values are completed each year based upon the sale of properties during the previous 12-month period. The Assessor is statutorily required to review all sales to compare the sale price to the current assessed value. The assessed values are then adjusted annually to be within a required threshold of sale price to assessed value. During 2024, we analyzed more than 1,800 sales.
Each year, the Assessor’s Office is required to research, review and reassess 25% of the parcels within the County. This includes completing a physical inspection of the outside changes to the parcel. We utilize on-site visits, aerial photography, online property listings and building permits to ensure each parcel is equitable and accurately assessed. For 2025, our field teams will be in Adams, Ashland, Gregg and Monroe Townships, as well as, the Town of Monrovia.
APPEALS
The appeal process begins with the mailing of the Form 11, Notice of Assessment. In 2025, these notices will be mailed on/before April 30. If you feel the assessed value of your property is not representative of the market value in use, please complete Form 130 and return to the Assessor’s Office by June 16, 2025. The Auditor's Office provides staff support to both the County Commissioners and County Council. The office also assists the county, and its residents, in financial and property taxation matters.

MORTGAGE DEDUCTION REPEALED
On March 21, 2022, Governor Eric J. Holcomb signed into law House Enrolled Act 1260-2022 ("HEA 1260"). Section 12 of HEA 1260 repeals the mortgage deduction in its entirety, effective January 1, 2023. This means that begining January 1, 2023, individuals will no longer be able to apply for this deduction, and county auditors will no longer apply the mortgage deduction to property tax bills beginning with the 2023 Pay 2024 cycle. Instead, the General Assembly has added $3,000 to the homestead deduction, effective for assessment dates after December 31, 2022. If you have questions, please reach out to the Auditor's office.

In Indiana, the County Clerk is the Clerk of the Circuit Court, as well as the official who oversees and conducts all elections, as a member of the Election Board. The Clerk is responsible to administer and certify results for all federal, state, county, township, municipal, special, and school board elections. The Clerk's office also issues marriage licenses; processes child support and judgement payments, collects court fees for criminal cases; files all new court cases.
Each county in Indiana is served by the Clerk of the Circuit Court. While some jurisdictions have one Circuit Court, most counties have multiple courts. The Clerk is an elected official who performs as an officer of the court, the manager of court information, and the chief financial officer for all revenues collected on behalf of the court. The Morgan County Board of Commissioners consists of three elected people who serve the unincorporated areas of the county. The County Commissioners are responsible for the administration of county business and may enact ordinances and resolutions as established by state law. In addition to performing executive duties, the County Commissioners also exercise many of the legislative powers and duties of the county.
Each commissioner must reside in the district they represent but are elected county wide. They serve a four-year term. Districts 1 and 3 are elected on the presidential election years and District 2, the two years following the presidential elections.
The County Commissioners are responsible for all county property, which includes the Courthouse, County Administration Building, Court Services (Annex Building), Jail, County Highway Department, 911 Dispatch/EMA, and EMS. They receive bids for work and authorize all county contracts. Over 700 miles of roads in Morgan County are also their responsibility to repair, maintain, and construct.

It’s one of eight pre-Civil War courthouses still standing in Indiana. Architect Isaac Hodgson was responsible for the building. As was common practice in those days, he reused his Martinsville design for the 1861 Jennings County Courthouse in Vernon. It’s nearly identical, but both are unique for two big reasons: the first is that they are the only two complete examples of Italianate courthouse architecture in Indiana. The second reason the buildings are so peculiar is that both originally housed the county sheriff’s house, the county jail, and the courthouse all into one structure- something that can’t be found anywhere else in Indiana.
The Morgan County Courts are a Court of general jurisdiction, and has four elected Judges and one Magistrates, who are appointed by the elected Judges. The Court currently employs over 40 employees, which includes Court Reporters, Bailiffs, Probation Officers, Court Administrators, among others. The Judges of the Morgan County are elected to six-year terms.

The Morgan County Highway Department is responsible for maintenance of all county roads and side ditches within the Morgan County roadway inventory. The department’s specific functions may include road resurfacing, snow removal, Right of Way clearing, chip and sealing, grading gravel roads, mowing, and sign repair.
The Morgan County Engineering Department duties may include infrastructure design, bridge maintenance, repair, and replacement, road safety, and road striping.

The Human Resources Department plans, coordinates, and directs the administrative functions of Morgan County. The Department's roles include overseeing the recruiting, interviewing, and hiring of new staff.

The Jury Administrator is responsible for processing all juror questionnaires and summonses for residents of Morgan County who may be eligible to serve as potential jurors.
If you have received a Notice of Jury Duty & Juror Qualification Form by mail for the upcoming calendar year, this indicates that you may be required to appear before a Court for jury selection. You must return your completed juror qualification form to the Morgan County Jury Administrator within ten (10) days of receipt using the self-addressed stamped envelope provided. Failure to fully complete and/or return the form may result in follow-up contact from the Jury Administrator.
If you are selected for a Jury Panel, you will receive a Jury Summons and additional information about seven (7) to ten (10) days prior to the date of the trial. If you receive a Jury Summons, please make the arrangements necessary for your appearance. If you have questions regarding the Jury Summons you received, you should contact the court listed on your summons directly. Do not contact the Jury Administrator. Helpful information for Jury Service is listed below:
Business casual. A sweater or light jacket is suggested as the courtroom temperatures vary.
You will be required to pass through security to enter the building. No weapons or firearms permitted.
Jurors are responsible for providing their own meals as they are not supplied unless a jury is sequestered or in deliberation. If you have special dietary needs, please inform court staff in advance.
Child care is NOT provided. Children will not be permitted into the courtroom and you must make your own arrangements for child care.
Cell phones and personal electronic devices (laptops, tablets, etc.) are prohibited in the courtroom and will be held by court staff during jury selection and trials. You are encouraged not to bring such devices, if possible.
You will be informed the estimated trial length when you arrive at court.
You will receive $30.00 for reporting for jury duty and $80.00 per day if you are selected. Additionally, mileage to and from the court will be provided at the state-approved rate.

Public transportation is not currently available, if you are in need of transportation contact the court staff to make arrangements.
The Morgan County Judicial Campus is located at: 180 S. Main St., Martinsville, IN 46151. Upon arrival, all visitors are required to pass through security. You should then proceed to the designated court office listed on your jury summons. If you need assistance, court security is available to help.
The Planning and Zoning Department is responsible for all activities concerning the use and development of land within the County’s unincorporated areas of jurisdiction. These activities include administration of the County’s Unified Development Ordinance, ensuring compliance with all zoning and development standards, issuing building permits, conducting inspections, administering floodplain protections, and 911 addressing. The Department also serves as staff to the Plan Commission, Board of Zoning Appeals, and Design Review Board.
