The Assessor’s Office is responsible for estimating the market value in use for each parcel of real property in the county. Currently there are over 41,000 parcels in Morgan County. The State of Indiana determines the procedures that all 92 counties must use to develop the estimates of market value. The estimate of value becomes the assessed value, determined on an annual basis as of January 1.

Annual Adjustments

Annual adjustments to property values are completed each year based upon the sale of properties during the previous 12-month period. The Assessor is statutorily required to review all sales to compare the sale price to the current assessed value. The assessed values are then adjusted annually to be within a required threshold of sale price to assessed value. During 2023, we analyzed more than 1,800 sales.

Reassessment

Each year, the Assessor’s Office is required to research, review and reassess 25% of the parcels within the County. This includes completing a physical inspection of the outside changes to the parcel. We utilize on-site visits, aerial photography, online property listings and building permits to ensure each parcel is equitable and accurately assessed. For 2024, our field teams will be in Brown, Clay and Jefferson Townships, as well as, the Towns of Mooresville, Bethany and Brooklyn. You may complete a voluntary Reassessment Questionnaire, which will help to ensure your property is assessed accurately.

Appeals

The appeal process begins with the mailing of the Form 11, Notice of Assessment. In 2024, these notices will be mailed on/before April 30. If you feel the assessed value of your property is not representative of the market value in use, please complete Form 130 and return to the Assessor’s Office by June 15, 2024. The Auditor's Office provides staff support to both the County Commissioners and County Council. The office also assists the county, and its residents, in financial and property taxation matters.

MORTGAGE DEDUCTION REPEALED

On March 21, 2022, Governor Eric J. Holcomb signed into law House Enrolled Act 1260-2022 ("HEA 1260").  Section 12 of HEA 1260 repeals the mortgage deduction in its entirety, effective January 1, 2023.  This means that begining January 1, 2023, individuals will no longer be able to apply for this deduction, and county auditors will no longer apply the mortgage deduction to property tax bills beginning with the 2023 Pay 2024 cycle.  Instead, the General Assembly has added $3,000 to the homestead deduction, effective for assessment dates after December 31, 2022.  If you have questions, please reach out to the Auditor's office.

In Indiana, the County Clerk is the Clerk of the Circuit Court, as well as the official who oversees and conducts all elections, as a member of the Election Board. The Clerk is responsible to administer and certify results for all federal, state, county, township, municipal, special, and school board elections. The Clerk's office also issues marriage licenses; processes child support and judgement payments, collects court fees for criminal cases; files all new court cases.

Each county in Indiana is served by the Clerk of the Circuit Court. While some jurisdictions have one Circuit Court, most counties have multiple courts. The Clerk is an elected official who performs as an officer of the court, the manager of court information, and the chief financial officer for all revenues collected on behalf of the court. Morgan County 2022 Holidays the Clerk's offices will be closed on these days. 

 The Morgan County Board of Commissioners consists of three elected people who serve the unincorporated areas of the county. The County Commissioners are responsible for the   administration of county business and may enact ordinances and resolutions as established by state law. In addition to performing executive duties, the County Commissioners also exercise   many of the legislative powers and duties of the county.

 Each commissioner must reside in the district they represent, but are elected county wide. They serve a four year term. Districts 1 and 3 are elected on the presidential election years and   District 2, the two years following the presidential elections.

 The County Commissioners are responsible for all county property, which includes the Courthouse, County Administration Building, Court Services (Annex Building), Jail, County Highway   Department, 911 Dispatch/EMA, and EMS. They receive bids for work and authorize all county contracts. Over 700 miles of roads in Morgan County are also their responsibility to repair,   maintain, and construct.

Morgan County Coroner is the official who may confirm the cause of death within the county. The coroner may conduct an investigation of a death. Death certificates can be obtained in the Morgan County Heath Department. To contact a Morgan County Coroner call the Sheriff’s office at (765)-342-5544.

Morgan County Emergency Management consists of two full-time staff and one part-time staff.  All personnel have day-to-day roles, command and general staff assignments in the Emergency Operations Center, and act as a liaison to agencies who work in the EOC.

The Morgan County Highway Department is responsible for maintenance of all county roads and side ditches within the Morgan County roadway inventory. The department’s specific functions may include road resurfacing, snow removal, Right of Way clearing, chip and sealing, grading gravel roads, mowing, and sign repair.

The Morgan County Engineering Department duties may include infrastructure design, bridge maintenance, repair, and replacement, road safety, and road striping.

The Jury Commissioner is the individual who processes all summonses to County residents to serve as a juror.  If you are selected for a Jury Panel, you will receive a document with instructions and a summons. If you have questions in regards to the summons you received, you should contact the court listed on your summons, not the Jury Commissioner. Helpful information for Jury Service is listed below:

ATTIRE:

Business casual. A sweater or light jacket is suggested as the courtroom temperatures vary.

SECURITY:

You will be required to pass through security to enter the building. No weapons or firearms are permitted.

MEALS:

You will need to provide for your own meals. Meals are not provided unless a jury is sequestered or in deliberations. You should notify staff if you have any special dietary needs.

CHILD CARE:

Child care is NOT provided. Children will not be permitted into the courtroom and you must make your own arrangements for child care.

CELL PHONES/ELECTRONICS:

Cell phones and personal electronic devices (laptops, tablets, etc.) are prohibited in the Courtroom and will be held by court staff during jury selection and trials. You are encouraged not to bring such devices, if possible.

LENGTH OF SERVICE:

Length of service is one day, or until the assigned trial is complete. You will be informed the estimated trial length when you arrive at court.

ATTENDANCE FEES:

You will receive $15.00 for reporting for jury duty and $40.00 per day if you are selected. All jurors receive reimbursement for mileage at the applicable state rate.

AUXILIARY AIDS:

Contact the Jury Administrator or the court office if you need any auxiliary aides and/or services.

PARKING:

You may park in the Courthouse parking lot that surrounds the Courthouse or on the streets adjacent to the Courthouse. The 2 hour time limit is not enforced.

TRANSPORTATION:

Public transportation is not currently available, if you are in need of transportation contact the Jury Administrator or court staff to make arrangements.

DIRECTIONS:

The Morgan County Courthouse is located at 10 E. Washington Street, Martinsville, Indiana. The Courthouse is handicapped accessible and you must access the Courthouse via the south doors (facing Washington Street). Upon entering the Courthouse you should proceed to your designated courtroom. If you have questions, Courthouse security can assist you.

The Planning and Zoning Department is responsible for all activities concerning the use and development of land within the County’s unincorporated areas of jurisdiction. These activities include administration of the County’s Unified Development Ordinance, ensuring compliance with all zoning and development standards, issuing building permits, conducting inspections, administering floodplain protections, and E911 addressing. The Department also serves as staff to the Plan Commission, Board of Zoning Appeals, and Design Review Board.

We’ve established this website to give the residents of Morgan County, Indiana information on how to pay traffic tickets, learn about child support, protect themselves against scams/identity theft and much more.

Our office and the Morgan County Courthouse are now operating on regular office hours, Monday through Friday from 8:00 am – 4:00 pm. Admission to the courthouse may be limited to defendants appearing for court and business with the Clerk’s Office. Please plan accordingly.

Morgan County Public Safety Dispatch/911 (MCPSD) strives to provide the most effective emergency communications possible for all citizens and first responders.

Morgan County Public Safety Dispatch/911 handles emergency and non-emergency telephone and radio communications for Law, Fire, and EMS in Morgan County, Indiana. In 2015, Morgan County Public Safety Dispatch/911 was created by consolidating telecommunicators from the Morgan County Sheriff’s Office and the Martinsville City Police Department.

MCPSD handles more then 20,000 911 calls and 50,000 administrative-line calls per year with a staff of 21 telecommunicators. MCPSD dispatches for six law enforcement agencies, two EMS agencies, and ten fire departments.

911 is a phone number for reporting emergencies. Please call 911 to report an incident that you believe requires the emergency response of law enforcement, firefighters, or EMS personnel. Morgan County Public Safety Dispatch/911 is here 24/7/365 to assist Morgan County residents and visitors.

The elective office of the County Recorder was one of the first offices created by the Constitution of the State of Indiana in 1816. It is the primary duty of the County Recorder to review documents submitted for recording, making sure they meet the recording requirements and maintain those documents for perpetuity.

NOTICES:
To allow staff time to balance accounts at the end of the day, all documents submitted for recording must be received prior to 3:30 p.m. Documents received after 3:30 p.m. will be recorded on the next business day.

The Recorder’s Staff will not search public records or give legal opinions. Public access computers are available onsite where documents may be viewed and copies printed for a fee.

Our records, dating back to 1988, are available online at DOXPOP.com to view and/or print for a fee.

The Morgan County Recorder’s Office partners with national electronic recording company Simplifile to offer electronic recording services for companies and banks that record land documents on a regular basis.
