Assessor

The Assessor’s Office is responsible for estimating the market value in use for each parcel of real property in the county. Currently there are over 41,000 parcels in Morgan County. The State of Indiana determines the procedures that all 92 counties must use to develop the estimates of market value. The estimate of value becomes the assessed value, determined on an annual basis as of January 1.

Annual Adjustments

Annual adjustments to property values are completed each year based upon the sale of properties during the previous 12-month period. The Assessor is statutorily required to review all sales to compare the sale price to the current assessed value. The assessed values are then adjusted annually to be within a required threshold of sale price to assessed value. During 2023, we analyzed more than 1,800 sales.

Reassessment

Each year, the Assessor’s Office is required to research, review and reassess 25% of the parcels within the County. This includes completing a physical inspection of the outside changes to the parcel. We utilize on-site visits, aerial photography, online property listings and building permits to ensure each parcel is equitable and accurately assessed. For 2024, our field teams will be in Brown, Clay and Jefferson Townships, as well as, the Towns of Mooresville, Bethany and Brooklyn. You may complete a voluntary Reassessment Questionnaire, which will help to ensure your property is assessed accurately.

Appeals

The appeal process begins with the mailing of the Form 11, Notice of Assessment. In 2024, these notices will be mailed on/before April 30. If you feel the assessed value of your property is not representative of the market value in use, please complete Form 130 and return to the Assessor’s Office by June 15, 2024. Business Personal Property
