MORGAN COUNTY BENEFITS FROM THE OPIOID SETTLEMENT GRANTS

Opioid updateThe Morgan County Mental Health Task Force, in partnership with the Morgan County Commissioners, is celebrating the successes of initiatives funded through the Morgan County Opioid Settlement Grants awarded last July. 

Eleven organizations received funding to support their programs focused on substance use disorder, mental health, and prevention services. Highlights of three of the 11 organizations are highlighted below.

Metropolitan School District of Martinsville

The MSD of Martinsville expanded or created several programs. These include:

  • The HYPE Program, which provides students at Bell Intermediate Academy and John R. Wooden Middle School with experiential learning opportunities, field trips, service-learning projects and guest speaker presentations.
  • The Student Anti-Vaping Education (SAVE) Program, which plays a critical role in early intervention and targeted education for students identified as using vaping devices.
  • YMCA summer enrichment programming, which allowed 234 youth to participate in structured summer activities emphasizing skill building, healthy recreation, and social-emotional learning opportunities. Of the 234, 71 families that would have faced financial barriers to participation received scholarships.
  • Youth First, in partnership with the MSD of Martinsville, conducted a needs assessment to ensure that parent and family substance use prevention programming is responsive, accessible, and aligned with community needs. 

Pioneer Academy for Student Success at Mooresville High School

Mooresville High School has bolstered programming through the Pioneer Academy for Student Success (PASS). Their successes include:

  • Funding an Adult & Child staff member to be on campus five days a week. Her role is facilitating group sessions focused on stress management, trauma, and peer pressure; as well as meeting individually with students in the program to discuss post-high school plans.
  • Bolstering professional development provided by Adult & Child for PASS teaching staff to strengthen the team's use of trauma-informed practices. Addressing mental health needs of at-risk teenagers through evidence-informed programs or curricula. This greatly improved participation in lessons and reduced misbehavior. In PASS’s Needs Survey, 83% of respondents said they have learned decision-making skills and 100% of students surveyed indicated can distinguish between beings well and unwell.
  •  Funding evidence-based prevention programming.
  • Establishing consistent routines designed to promote student engagement and graduation in high school and reduce the risk of substance misuse. Morgan County Substance Abuse Council

Morgan County Substance Abuse Council

The Morgan County Substance Abuse Council (MCSAC) is a nonprofit organization that has been in operation for more than 40 years. They provide free programming to people of all ages throughout Morgan County to reduce the incidence and prevalence of substance misuse. Their Opioid Settlement Grant has allowed them to expand their peer navigation services throughout the county. 

Since they received their grant last July, MCSAC has:

  • Expanded the number of NaloxBoxes in the community, installing two additional boxes.
  • Increased education and outreach to school-based and youth-focused programs that discourage or prevent drug misuse. From July through December 2025, MCSAC reached more than 1,700 people through 40 programs and presentations.
  • Expanded the scope of recovery services by hiring and training a Peer Navigator and providing a location for Peer Navigators to meet with individuals in Life Pointe Church in Mooresville.

The State of Indiana reached multiple settlements with major pharmaceutical companies, distributors and related firms as part of the State’s ongoing commitment to accountability in addressing substance use.
